Tibby Blum

Tibby Blum

Tibby Blum has been engaged in the private practice of law since 1971. In 2002 the firm became Blum & McCann. Tibby is a former member of the New York State Human Rights Appeal Board, having been appointed by Governor Carey to that post.

As a faculty member of the Fordham University School of Law Continuing Legal Education Program, he has lectured extensively on the topic of immigration and naturalization law. Mr. Blum earned his Bachelor of Arts degree from Hunter College of the City University of New York and his J.D. from Brooklyn Law School. In 1971 he was admitted to the New York State Bar and is a member of the American Immigration Lawyers Association and the Association of the Bar of the City of New York. Mr. Blum has been named by peers as an AV-Preeminent-Rated Lawyer (the highest rating for legal ability and professional ethics).

Dorothy E. McCann

Dorothy E. McCann joined as an Associate with the Law Offices of Tibby Blum in 1996 and became a Partner in 2002. She was admitted to the New York State Bar in 1996 and is a member of the American Immigration Lawyers Association and the Association of the Bar of the City of New York. Ms. McCann earned a J.D. from Fordham University School of Law in 1995 and a Bachelor of Arts degree in English from Barnard College, Columbia University in 1991.
